Billy has over 20 years experience working in the design, construction, project management and maintenance of railway projects. After graduating from the University of Sheffield, UK, in 1982 he joined MTR Corporation and was involved in the construction of tunnels and underground stations of the Island Line. In 1985 he joined KCRC and was involved in the design, construction, maintenance and subsequent extension of the Tuen Mun Light Rail System.

Billy is presently a Construction Manager in the West Rail Division of KCRC and is responsbible for the project management of major Light Rail interface projects with the West Rail.

Billy is a Corporate Member of the Hong Kong Institution of Engineers.
